ERCOT Request for Interpretation - BAL-003

Purpose/Industry Need:
The
Electric Reliability Council of Texas (ERCOT) submitted a Request
for an Interpretation
of BAL-003-0 — Frequency Response and Bias Requirements 2, 2.2, 5, and
5.1.
The request asked if there was a conflict between Requirement 2,
which allows use of a variable bias setting and Requirement 5, which
does not specifically address the use of a variable bias setting.
