Hydro One requested an interpretation of PER-003 Operating Personnel
Credentials Requirement 1.
This requirement addresses the need to have NERC-certified operating
personnel on shift in required positions at all times.
The interpretation was developed by the Personnel Subcommittee
with assistance from NERC staff and clarifies the scope of the
applicability of Requirement 1.
In accordance with the Reliability Standards Development Procedure, the
interpretation was posted for a 30-day pre-ballot review. There is
no public comment period for an interpretation. If the
interpretation is approved by its ballot pool, then the interpretation
will be appended to the standard and will become effective when adopted
by the NERC Board of Trustees. The interpretation will remain
appended to the standard until the standard is revised through the
normal standards development process.
The interpretation was not approved by the ballot pool.
Purpose/Industry Need
Certification of operating
personnel is necessary to ensure minimum competencies for operating a
reliable Bulk Electric System.
