Status
The drafting team subdivided these standards into two sets.
Set One contains 12 standards: eight (MOD-024, MOD-025, PRC-003, PRC-004,
PRC-005, PRC-020, PRC-021, PRC-022) were approved by a Ballot Pool on
February 3 and approved for adoption by the NERC Board of Trustees on
February 7, 2006; two standards (PRC-002 and PRC-018) were posted for
comment through January 17 and the drafting team is considering the
comments; two standards (PRC-019 and PRC-024) require field testing.
Set Two contains seven standards: three (EOP-005, MOD-013, MOD-016) were
posted for a ten-day ballot period through March 30, 2006; three (VAR-001,
VAR-002, VAR-003) were posted for comment through April 15, 2006 and are
under review by the drafting team; and two (MOD-026, MOD-027) require field
testing.
The drafting team is posting Draft 4 Set 1 (PRC-002 and PRC-018) for a
30-day comment period through May 3, 2006.
Ballot Pools approved EOP-005-1, MOD-013-1, and MOD-016-1 on April 26, 2006.
The NERC Board of Trustees approved these standards for adoption at its May
2, 2006 meeting.
Purpose/Industry Need
Certain
planning standards that were part of the Phase III- IV NERC compliance
program were not included in the Version 0 reliability standards. The
Version 0 drafting team, supported by industry comments, realized it could
not achieve industry consensus on these specific standards in the timeframe
or within the scope of the Version 0 standards project. These
standards are important, nonetheless, as they contain critical reliability
requirements in support of recommendations from the NERC and U.S./Canada
Power System Outage Task Force reports on the August 14, 2003 blackout.
Recognizing the importance of these standards, the NERC board resolved on
October 15, 2004, that: "A satisfactory resolution of the issues regarding
Phases III and IV of the planning standards would be to: (1) develop
reliability standards covering the Phase III and Phase IV issues separate
from the Version 0 effort, using the NERC standards development process; (2)
have the Planning Committee expeditiously complete the drafting of the
proposed standards needed to address the Phase III and Phase IV issues, and
move those standards through the NERC standards development process as
promptly as possible, but not later than the May 2005 board meeting."
This SAR proposes the development of reliability standards that address the
disturbance monitoring and reporting requirements of those Phase III- IV
planning standards.
