Interpretation
of TOP-002-2a R6

The
initial ballot for an interpretation of standard TOP-002-2a — Normal
Operations Planning, Requirement R6, for FMPP ended on February 22,
2010.
Since at least one negative ballot included a comment, these results are
not final. A second (or recirculation) ballot must be conducted.
As part of
the recirculation ballot process, the drafting team must draft and post
responses to voter comments. The drafting team has a meeting scheduled
for Monday, March 1, 2010 from 4:00–5:00 p.m. EST in which they plan to
address the voter comments, and determine whether or not to make
revisions to the balloted item(s). Should the team decide to make
revisions, the revised item(s) will return to the initial ballot phase.

Purpose/Industry Need:
Florida Municipal Power Pool
(FMPP) is seeking clarification as to whether it is the responsibility
of a BA to plan to meet CPS and DCS under unscheduled changes in the
system configuration and generation dispatch.
In accordance with the Reliability Standards
Development Procedure, the interpretation must be posted for a 30-day
pre-ballot review, and then balloted.
There is no public comment period for an interpretation.
Balloting will be conducted following the same method used for
balloting standards.
If the interpretation is approved by its ballot pool, then the
interpretation will be appended to the standard and will become
effective when adopted by the NERC Board of Trustees and approved by the
applicable regulatory authorities. The interpretation will remain
appended to the standard until the standard is revised through the
normal standards development process.
When the standard is revised, the clarifications provided by the
interpretation will be incorporated into the revised standard.
