Generator Requirements at the
Transmission Interface

FAC-001-1,
FAC-003-X, FAC-003-3, and PRC-004-2.1 were
approved by their respective ballot pools in recirculation ballots that
ended on December 23, 2011. FAC-001 and PRC-004-2.1a (which includes the
interpretation from PRC-004-2a) will be presented to the NERC Board of
Trustees for approval in February 2012.
A Level 1 Appeal of FAC-003-3/FAC-003-X has been received and is
pending. Accordingly, the request for Board action relative to FAC-003
is being deferred until the appeal process concludes.
The
VSLs and VRFs for FAC-001-1 were approved by the
ballot pool in a non-binding poll that ended on January 13, 2012.
FAC-003-X’s and PRC-004-2.1a’s VSLs and VRFs were not revised and
FAC-003-3’s VSLs and VRFs were only edited to change the responsible
entity in the VSLs, so they were not posted for the 10-day non-binding
poll.
The drafting team
is working on a clarifying revision to
PRC-005-1a, similar to the change in PRC-004-2.1a, as suggested by
stakeholders in the formal comment period that ended in November 2011.
Purpose/Industry Need:
The
proposed changes to the requirements and the addition of new
requirements will add significant clarity to Generator Owners and
Generator Operators regarding their reliability standard obligations at
the interface with the interconnected grid.
