Protection System Maintenance and Testing Related

In November 2010, a revised definition of
“Protection System” was approved by stakeholders and adopted by the NERC
Board of Trustees. The definition is pending regulatory approval,
while the development of PRC-005-2 Protection System Maintenance and
Testing is ongoing. After PRC-005-2 failed to reach ballot pool
approval in the recirculation ballot that ended 6/30/11, the drafting
team revised the standard, and updated the Supplemental Reference and
FAQ. The standard and associated documents were posted for a
formal comment period and initial ballot that concluded September 29,
2011. The drafting team is considering comments from that posting.
Purpose/Industry Need: The purpose of standard PRC-005 should
remain “To ensure all transmission and generation Protection Systems
affecting the reliability of the Bulk Electric System (BES) are
maintained and tested.”
In Order 693, the Federal Energy Regulatory Commission directed that
changes be made to these standards.
These standards should be consolidated into a single standard to reduce
the costs of compliance and a number of technical short comings in these
standards should be corrected to provide reliable performance when
responding to abnormal system conditions.
After PRC-005-2 failed to reach ballot pool approval
in the recirculation ballot that ended on 6/30/11, the drafting team revised the
standard. The Standards Committee authorized re-initiating the project with a
posting of the SAR and revised standard for a 45-day comment period, with an
initial ballot of the standard conducted during the last 10 days of the comment
period.
