NERC can comment about the reliability of the bulk power system (power generation and the high-voltage transmission of electricity), mandatory electricity standards, long-term and seasonal reliability forecasts, and other topics related to its responsibilities.  See Facts and What We Do for detailed lists of NERC functions. 

NERC can be a source of information on power generation, transmission, demand-side/energy-efficiency programs, fuel supply, fuel transportation, government regulation and environmental legislation, only as they relate to reliability.   

NERC does not comment on: 

  • Distribution:  Although the work of NERC and the bulk power industry impacts the reliability of the power that reaches individual customers, NERC is not directly involved in the local distribution or delivery of electricity to homes and businesses.  Local electric companies fill that role.
     

  • Real-time monitoring and operation of the bulk power system:  NERC does not own or operate the bulk power system, or control the system.  Generation and transmission owners and operators, and Independent System Operators (ISO)/ Regional Transmission Organizations (RTO) fulfill those roles.  ISOs and RTOs coordinate centrally dispatched generation and transmission activities for their respective regions, working with generation and transmission operators.  (NERC does help coordinate the flow of information related to operations between the regions.)
     

  • The pricing or economics of electricity.
     

  • Specific solutions to ensure future reliability:  While NERC is involved in assessing what constitutes reliable bulk power system performance, NERC does not take positions on how the system should be designed, and whether or not a generation, transmission, demand-response or other solution is the best answer in any given case.  Those decisions are left to the industry.
