Bulk Electric System Definition Effective
NERC’s efforts to establish a common understanding of what facilities are considered part of the Bulk Electric System (BES) are moving into the final phase of implementation.  Today, NERC’s revised definition of Bulk Electric System becomes effective.  The definition includes bright-line core criteria with various enumerated inclusions and exclusions.  Today also marks the first day to begin the processes for reviewing elements on a case-by-case basis to allow for exceptions from the definition, and for entities to notify Regions of their respective self-determinations of BES elements.
 
BESnet Accepting Notifications and Exception Requests
The BESnet application is now accepting submission of Self-Determined Notifications and Exception Requests.  More information about making these submissions, including a link to the BESnet application here, can be found on the NERC Bulk Electric System Project Information web page. Additionally, Entities are reminded that a notification of exclusion submitted during the period from July 1, 2014 through September 1, 2014 will be deemed to have been submitted on July 1 for purposes of determining compliance obligations.  If you experience any problems or have any questions, please contact your Regional Entity for assistance.
 
Additional BESnet Training Webinars Scheduled
Industry participants are invited to attend a Webinar illustrating how to use the Bulk Electric System Notification and Exception Tool (BESnet) application.
