Organization Registration Program
All bulk power system owners, operators and users are required to register with NERC. The process for registration is described in the NERC Rules of Procedure, Section 500 and Appendix 5A. The NERC Compliance Registry (NCR) is a listing of all organizations registered and therefore subject to compliance with approved reliability standards. The current NCR is posted on the NERC website and updated monthly. NERC provides notice via emails and hard copy of registration or deactivation to all organizations when they are included or removed from the NCR.
NERC developed a ‘Statement of Compliance Registry Criteria’ defined in the NERC Rules of Procedure Appendix 5B
that delineates the selection criteria employed by NERC and the Regional Entities to determine fairly and consistently which organizations should be registered as owners, operators, or users of the bulk power system and therefore included on the NCR.

Organization Certification Program
NERC maintains an Organization Certification Program
, the goal of which is to ensure that organizations who apply to register or are registered to perform certain reliability functions deemed particularly crucial to the reliability of the bulk power system will meet or exceed certain minimum criteria demonstrating they are capable of performing the tasks for these functions. The process for certification of organizations is included in the NERC Rules of Procedure, Section 500
and Appendix 5A
