| The NERC-NAESB Joint Interface Committee (JIC) was established when a memorandum of understanding (MOU) between NERC and
NAESB was signed in
November 2002. The MOU was intended to ensure that the development of
wholesale electric business practices and reliability standards is
harmonized and that every effort is made to minimize duplication of effort
between NERC and NAESB.
Effective May 15, 2003, the JIC was expanded to include representatives from the ISO/RTO Council (IRC) under a revised and restated memorandum of understanding. The new MOU calls for regular communications among the three organizations about their respective annual work plans for standards development and major market and transmission tariff policies. The JIC will review all standards development proposals received by NERC and NAESB to determine whether NERC or NAESB should develop a particular standard. The JIC will also coordinate the annual work plans of the three organizations. The goal remains to minimize overlap and duplication of effort in the development of standards for the wholesale electric industry. The JIC is staffed by representatives of NERC, NAESB, and the ISO/RTO
Council and is governed by the provisions of the revised MOU. |
