Transmission Vegetation Management (Project 2007-07)

Status
The Standards Committee appointed a standard drafting team and the team will begin working on the first draft of revisions to FAC-003.

Purpose/Industry Need 
This standard shall apply to 200 kV or higher voltage transmission lines (and lower voltage transmission lines determined to be critical to reliability by the Regional Reliability Councils) over which NERC has oversight.

This standard is intended to improve the reliability of the electric transmission systems by eliminating transmission outages from vegetation located on transmission rights-of-way (ROW) and minimizing outages from vegetation located adjacent to ROW, maintaining safe clearances between transmission lines and vegetation on and along transmission rights-of-way, and establishing a system for reporting vegetation-related outages of the transmission systems (+200 kV) to the respective Regional Reliability Councils and NERC.

The purpose of revising this standard is to:

  1. Provide an adequate level of reliability for the North American bulk power systems - the standard is complete and the requirements are set at an appropriate level to ensure reliability.
  2. Ensure it is enforceable as a mandatory reliability standard with financial penalties - the applicability to bulk power system owners, operators, and users, and as appropriate particular classes of facilities, is clearly defined; the purpose, requirements, and measures are results-focused and unambiguous; the consequences of violating the requirements are clear.
  3. Incorporate other general improvements described in the attached Standard Review Guidelines
  4. Consider comments received from ERO regulatory authorities and stakeholders, as noted in the attached review sheets.
  5. Satisfy the standards procedure requirement for five-year review of the standards.
