The Reliability Readiness Evaluation and Improvement Program independently reviews the operations of all balancing authorities, transmission operators, reliability coordinators, and other entities that support the reliable operation of the bulk power system in North America, and determines their readiness to maintain safe and reliable operations.  The evaluations identify areas of excellence in operations and areas in need of improvement.  The readiness evaluations are separate from NERC compliance audits, which measure compliance with NERC reliability standards.  

The goal of the Reliability Readiness Evaluation and Improvement Program is rooted in the recognition that standards cannot prescribe all aspects of reliable operations and that NERC standards present a threshold, not a target, for performance and excellence in the industry.  Balancing authorities, transmission operators, and reliability coordinators must be ready to perform under emergency conditions while striving for excellence in their assigned reliability functions and responsibilities.  

The readiness evaluations are designed to ensure that operators of the bulk electric system have the tools, processes, and procedures in place to operate reliably.  The evaluations help balancing authorities, transmission operators, and reliability coordinators recognize and assess their reliability responsibilities and evaluate how their operations support those responsibilities.  NERC uses the results of these evaluations to champion the changes required to improve the reliability performance of these entities.
