Mission Statement
In support of NERC’s mission, the System Operator Certification Program’s
mission is to ensure that employers have a workforce of system operators that
meet minimum qualifications. These minimum qualifications are set through
internationally recognized processes and procedures for agencies that certify
persons. The Certification Program promotes excellence in the area of system
operator performance and encourages system operators to be inquisitive and
informed.
Governance
The Personnel
Certification Governance Committee (PCGC) provides oversight to the policies
and processes used to implement and maintain the integrity and independence of
the NERC System Operator Certification program. The PCGC governance authority
and structure is such that policies and procedures are established to protect
against undue influence that could compromise the integrity of the certification
process. The PCGC provides reports to the NERC Board of Trustees and NERC
President regarding the governance and administration of the System Operator
Certification Program.
Management
NERC staff administers the day-to-day operation of the program.
Funding
The funding of the System Operator Certification Program is through fees
collected from exam takers and from the triennial credential maintenance
program. The PCGC sets the fees and budgets for the System Operator
Certification Program such that, over time, the program remains solvent and
non-profit.
Minimum Qualifications
A psychometric consultant performs job analyses of system
operator functions across North America
every 3-5 years. Exam content outlines are derived from
the results of these job analyses. From these content outlines exam questions
are written by certified system operators. The exams are continuously refreshed
on an 18-month cycle using these questions.
