WASHINGTON, D.C. – At its May open meeting, FERC issued a notice of proposed rulemaking addressing the vulnerability of electric transmission systems to geomagnetic disturbances (GMD). Proposed Reliability Standard TPL-007-2 – Transmission System Planned Performance for Geomagnetic Disturbance Events was developed and submitted by NERC in response to a FERC directive in Order No. 830 to modify currently effective Reliability Standard TPL-007-1. In the notice of proposed rulemaking, FERC proposes to approve NERC’s standard and direct NERC to modify the standard to require applicable entities to develop and implement corrective action plans to mitigate supplemental GMD event vulnerabilities. FERC also seeks comment on two options to address the provision that permits applicable entities to exceed corrective action plan deadlines. NERC staff will continue the work with FERC and stakeholders toward assuring the reliability of the North American bulk power system.
