Reliability Standards Development Procedure Version 7

Standards Committee

Status:
FERC Approved: http://www.nerc.com/files/LetterOrderApproving_Appendix-3A_02052010.pdf

Purpose/Industry Need:
The Reliability Standards Development Procedure contains all the procedures governing the standards development process. During some of the recent Board of Trustees meetings, the board took actions that require conforming modifications to the Reliability Standards Development Procedure:

  • In February 2008, the board acted to support a request to dissolve the Joint Interface Committee.
  • In October 2008, the board directed the Standards Committee to modify the standards development process to address standards developed in response to national security emergency situations.
  • In February 2009, the board directed the Standards Committee to change the standards development process to change the way violation risk factors and violation severity levels are developed and approved. These modifications were proposed by the board’s Corporate Governance and Human Resources committee after posting its proposal for stakeholder comment.

Excerpts from the meeting minutes for each of the above board meetings have been posted at http://www.nerc.com/filez/sc.html. Note that the Standards Committee has several additional suggestions for modifications to the standards development process, but has decided to separate modifications directed by board actions from other modifications.

DESIGN / CONTENT MIGRATION NOTES:

  1. Links... to "Standards Committee" and others would be set per where that content ends up residing in SharePoint
  2. If desired, the links in the table could be set to open in another browser by editing the HTML source (currently they are not as the table (and all of its contents) was copied/pasted into this SharePoint page
  3. No other components, features within SharePoint are readily evident to improve upon the presentation of the data in the table above
  4. A new page layout would need to be created to provide a large Rich HTML field that spans the width of multiple columns (this can be 1 of the 3 remaining page layouts that are to be developed by DELL) -- currently, the page layout for a Program Area Landing Page is being used, and it leaves a bit of white space at the top because the first Rich HTML field is not populated with any content; this page layout also doesn't provide any padding at the left edge of the content...it's something that can be addressed through HTML or CSS
  5. Another edition of this page has been created to show how the content looks within a Rich HTML field, as opposed to within a Content Editor web part, as is done on this page - refer to http://nercdev.com/standcm/Pages/RSDPVersion7.aspx to see what the content looks like there
