WASHINGTON, D.C. – At its monthly open meeting, the Federal Energy Regulatory Commission (FERC) issued an order approving Reliability Standard PRC-029-1 Frequency and Voltage Ride-through Requirements for Inverter-based Generating Resources. In the order, FERC directs NERC, within 12 months of the effective date, to determine whether, and how, to account for (1) the equipment limitations of HVDC-connected invertor-based resources (IBR) with choppers and (2) the long-lead time between adopting IBR design specifications and placing the IBR in-service. Additionally, the order directs NERC to submit an informational filing 18 months after the conclusion of the exemption request period in proposed Reliability Standard PRC-029-1, Requirement R4 that assesses the reliability impact of the exemptions to the standard.
Further, in the same order, FERC approved Reliability Standard PRC-024- 4 Frequency and Voltage Protection Settings for Synchronous Generators, Type 1 and 2 Wind Plants, and Synchronous Condensers, and the proposed definition of the term 'Ride-through’ for inclusion in the Glossary of Terms used in NERC Reliability Standards
Together the proposed Reliability Standards will help ensure that applicable bulk power system-connected resources would Ride-through system disturbances and avoid the negative reliability impacts associated with unnecessary tripping and momentary cessation.
NERC appreciates FERC’s focus on reliability and security matters and will continue to work toward assuring the reliability and security of the North American bulk power system.
